In certain cases, yes. If you are:
Married to a South African Citizen or Permanent Resident,
In a life partnership with a South African Citizen or Permanent Resident,
A biological parent of a South African Citizen or Permanent Resident, or
A biological child of a South African Citizen or Permanent Resident,
then you may qualify to submit your long-term visa application from within South Africa.
